The City of Toronto seeks a Business Programs and Solutions Specialist (Full Stack Software Specialist) to join the Digital Transformation team in Toronto Children's Services. This permanent, full-time role involves designing, developing, and implementing end-to-end business IT solutions using modern full stack technologies, cloud platforms, and AI-assisted development tools to modernize services for families and children in Toronto.

Key Responsibilities

  • Design, develop, and implement end-to-end business IT solutions using full stack technologies including Java, Spring Boot, JavaScript/TypeScript, REST APIs, and cloud architectures
  • Participate in Agile delivery processes including backlog refinement, sprint planning, daily stand-ups, reviews, and retrospectives
  • Apply AI-assisted development tools (e.g., GitHub Copilot) to enhance productivity and code quality while ensuring accuracy, security, and responsible technology use
  • Design and implement CI/CD pipelines, automated testing, and deployment processes to support efficient software delivery
  • Modernize existing systems by improving architecture, refactoring legacy components, and enabling modular, API-driven, cloud-aligned solutions

Qualifications

  • Extensive experience developing business solutions using Java, REST API, Spring Boot, SQL, Oracle, Tomcat, WebSphere, and Linux
  • Considerable experience in frontend development using JavaScript, TypeScript, Angular/React, HTML5, CSS3, Figma, and AODA
  • Demonstrated experience using GitHub Copilot or similar AI-assisted development tools, including validating AI-generated outputs
  • Experience with end-to-end DevOps and Agile delivery practices, including CI/CD pipeline design, automated testing, and deployment automation
  • Experience in software solution design incorporating security, performance, scalability, maintainability, and sustainability practices with exposure to AWS or Azure
