About this job
Case Presenter role within Toronto Employment and Social Services' Quality Control & Assurance Section. Reports to Manager, Program Support and defends eligibility decisions by preparing oral and written submissions to the Social Benefits Tribunal, providing analysis and expertise on social assistance policy and legislation.
Key Responsibilities
- Analyze cases under appeal, formulate solutions, and make recommendations to ensure eligibility decisions comply with Ontario Works Act and City policies
- Prepare written and oral submissions to defend Division's position on eligibility decisions at the Social Benefits Tribunal
- Support, challenge, and cross-examine testimony and evidence before Tribunals, Boards, and courts; guide staff and witnesses in preparation
- Review files and staff submissions to ensure eligibility decisions meet Divisional policies, Provincial directives, and legislation requirements
- Identify appeals and Human Rights challenges that cannot be resolved, recommend representation strategies to Senior Management
Qualifications
- Considerable experience in regulatory environment interpreting and applying policy and legislation
- Considerable experience in critical judgement, analysis, and providing alternative solutions and negotiating resolutions
- Experience in advocacy and dispute resolution with ability to present persuasive arguments verbally and in writing
- Experience incorporating equity, diversity, inclusion, and accessibility principles into service delivery and eligibility assessments
