The City of Vancouver is hiring a Civil Engineer I to provide strategic guidance and project management for the Utility Development Cost Levy (UDCL) program, focusing on sewer and pump station infrastructure projects that support the city's growth needs. Two positions are being filled: a UDCL Strategy Engineer responsible for investment prioritization and program planning, and a UDCL Delivery Engineer responsible for project coordination and delivery.

Key Responsibilities

  • Develop UDCL investment priorities in the capital program while considering financial, risks, and Council priorities
  • Review designs and tender documents for sewer, rainwater, and green infrastructure compliance with City standards
  • Manage the UDCL capital program project list by identifying priorities and escalating projects
  • Determine scope of work, prepare RFPs, evaluate proposals, and participate in consultant selection for UDCL projects
  • Track and report on program metrics including expenditures, revenue forecasts, budgets, schedules, and risks

Qualifications

  • Bachelor's degree in Civil or Water Resources Engineering with Professional Engineer designation and minimum four years' related experience in municipal civil infrastructure planning, design, construction, and project management
  • Registration or eligibility for registration as a Professional Engineer or Engineer-In-Training in British Columbia
  • Experience working in land development as a civil consultant
  • Knowledge of engineering principles related to hydraulics, hydrology, sewer systems, rainwater management, and green infrastructure
  • Excellent written and verbal communication skills with experience writing technical reports
