Director, Development & Operations (DevOps) role reporting to the Deputy Chief Technology Officer. The position leads enterprise DevOps transformation, CI/CD automation, release management, and operational reliability to accelerate software delivery across Toronto's digital services.

Key Responsibilities

  • Establish and lead modern enterprise DevOps capability bringing together people, platforms, processes and practices for rapid, reliable software delivery
  • Lead evolution of enterprise CI/CD, developer platforms and infrastructure automation to reduce manual effort and create seamless software delivery lifecycle
  • Provide strategic leadership across release management, quality engineering and operational reliability for complex enterprise environment
  • Establish automated governance and policy-driven controls embedding security, compliance and consistency into technology delivery
  • Lead and develop diverse multidisciplinary workforce including leaders and senior technical professionals around shared software delivery model

Qualifications

  • Post-secondary education in computer science, information technology, engineering, business or relevant discipline, or approved combination of education and experience
  • Extensive experience leading enterprise DevOps and technology delivery functions including CI/CD automation, platform engineering and release management in large complex organizations
  • Considerable experience improving end-to-end software delivery performance and leading technology transformation initiatives
  • Considerable experience leading and developing high-performing multidisciplinary technology teams
  • Experience providing operational, financial and governance leadership for enterprise technology services including roadmaps, performance management and compliance
