The Manager, Budget Services leads the City's operating and capital budget development, monitoring, and variance reporting functions within the Finance Department. Reporting to the General Manager, Finance, this role manages a team of financial professionals and advises departmental leadership on financial planning and corporate decision-making.
Key Responsibilities
Provide leadership, training, development, and coaching to Budget Services team
Lead corporate operating and capital budget development and variance reporting processes aligned with Council priorities
Provide clear, proactive communication on budget matters, financial risks, and recommendations to senior leadership, Council, and stakeholders
Establish collaborative relationships with staff responsible for strategic planning, capital financing, investment management, asset management, and employee compensation
Identify emerging budget pressures and financial risks; provide analysis and recommendations to senior leadership
Qualifications
Several years of progressively responsible experience, preferably in a municipal environment
University Degree in Business, Commerce, Accounting or Finance and a Professional Accounting Designation
Demonstrated leadership skills through considerable experience supervising and motivating staff
Proven exceptional communication skills; ability to communicate complex financial concepts to various audiences
