About this job

Manager responsible for administrative management of Capital Asset Supports, providing leadership to staff in payment, recording, disposition, and reconciliation of tangible capital assets. Establishes processes, policies, and procedures for controlling, planning, and reporting on tangible capital assets across Service Areas, and provides financial analysis and guidance using financial software expertise.

Key Responsibilities

  • Provide leadership in planning and preparation of accounting for tangible capital assets in accordance with PSAB Section 3150
  • Manage employees including hiring, coaching, administration, and performance management; address sensitive human resource issues
  • Develop, implement, and monitor processes and procedures for effective utilization of information systems and software for asset recording and reporting
  • Establish control measures to ensure data quality and integrity; validate data accuracy and apply data controls during asset data loading, extraction, and cleansing
  • Collaborate with staff from Development Charges, Asset Management, Capital Budget, Information Technology Services and other areas to ensure consistency in reporting data

Qualifications

  • Demonstrated knowledge and experience in financial reporting, financial management processes, and understanding of PSAB
  • Demonstrated knowledge of capital budgeting and project management
  • Demonstrated competency in capital asset management functions and experience with planning and accountability frameworks
  • Demonstrated expertise using modelling and forecasting tools and techniques
  • Demonstrated positive and proactive leadership capabilities with ability to lead employees, contracted services, and consultants
