Manager Communications, Issues Management reports to the Director of Media Relations and Issues Management and leads a new unit focused on proactive issues management and strategic communications. The role provides senior-level strategic advice to City leadership on sensitive, high-profile matters while building and managing a team responsible for cross-divisional reputational risk management and coordinated crisis response.
Key Responsibilities
Managing cross-divisional and large-scale reputational risks to protect the City's public image
Preparing Communications senior leadership for Council and Committee meetings through briefings on emerging issues
Providing insight and analysis on politically sensitive items to inform issues management strategies
Tracking, documenting, and reporting on issues to ensure timely and strategic decision-making
Developing proactive strategies including social listening, crisis response planning, and coordination with Social Media team
Qualifications
Post-secondary education in Communications, Public Relations, Political Science, Public Administration, or related discipline, or equivalent combination of education and experience
Extensive experience leading full issues management process with cross-divisional and intergovernmental coordination
Extensive experience providing strategic communications advice and operational support to senior leaders in complex organizations
Extensive experience monitoring and assessing sensitive, emerging, and high-profile issues
Considerable experience in budget planning and administration
