The Housing Secretariat seeks a Policy Development Officer to lead policy development, stakeholder engagement, and program analysis for the Choice Based Housing Modernization Project, supporting affordable and social housing initiatives.

Key Responsibilities

  • Lead strategic policy development, policy analysis, research and program development processes; identify, formulate and recommend new policies and amendments; prepare implementation plans
  • Foster collaborative working relationships with managers, community non-profit organizations, city divisions, other government levels, consultants, and the public
  • Engage stakeholders, service providers, local planning groups, and constituents in system and service analysis and development
  • Conduct program and function reviews, develop performance monitoring systems, and quality assurance programs
  • Lead ongoing research and analysis of trends in social and affordable housing to identify emerging issues and opportunities

Qualifications

  • Post-secondary education in public administration, public policy, business administration, social science, or equivalent combination of education and experience
  • Extensive experience with housing-related policy, legislation, policy analysis, planning, program design, implementation and evaluation
  • Considerable experience in project management with demonstrated ability to meet deadlines
  • Extensive experience with stakeholder engagement including internal and external stakeholder management and leading consultations
  • Knowledge of Federal/Provincial/Municipal and community funding relationships
