Policy Development Officer in Parks and Recreation's Policy and Strategic Planning Branch responsible for developing evidence-based policies, leading complex multi-stakeholder projects, and conducting research and analysis to support divisional and corporate priorities.

Key Responsibilities

  • Develop and deliver system-level, evidence-based policies, procedures and projects aligned with corporate and divisional priorities
  • Prepare Council reports, briefing notes, policy recommendations and decision-support materials
  • Monitor other orders of government, non-government organizations and research bodies for emerging issues and opportunities
  • Conduct jurisdictional scans, environmental scans and best-practice reviews to inform policy development
  • Lead multi-stakeholder teams on complex research, analysis, consultation and policy development projects without direct authority

Qualifications

  • Post-secondary education in related discipline (social sciences, urban design/planning, public policy/public administration) or equivalent combination of education and experience
  • Extensive project management experience stewarding complex initiatives from inception through implementation
  • Considerable experience in strategy development, policy design and using evidence to support policy development
  • Exceptional problem-solving, leadership, negotiation and collaboration skills
  • Political acuity with ability to handle sensitive and confidential situations with diplomacy
