Intermediate-level procurement professional reporting to the Senior Procurement Specialist, responsible for strategic procurement, policy compliance, and centralized procurement activities including goods, services, and construction sourcing across the source-to-contract and procure-to-pay processes.
Key Responsibilities
Ensure timely procurement of goods, services, and construction per corporate policy, Trade Agreements, and public procurement guidelines
Plan and execute source-to-contract processes including RFx preparation, bid review, evaluation, and contract award
Administer bid submission process, oversee supplier evaluation and debrief, and facilitate bid protests and suspension processes
Lead supplier negotiations and prepare RFx-related correspondence including spreadsheets, reports, and recommendations
Create and manage SAP Outline Agreements and Purchase Orders; monitor deliveries and investigate delays or damaged goods
Qualifications
Two-year post-secondary diploma in Business Administration, Operations, Finance, Accounting, or related field
Completion of Supply Management Training Program from Supply Chain Canada or Public Sector Procurement Program Certificate from The Procurement School
Five years' experience in Supply Chain Management with demonstrated ability in strategic procurement, category management, source-to-contract, and procure-to-pay
Knowledge of contract law, competition act, and social, economic, and sustainable purchasing practices
Demonstrated skill in Office Suite and Enterprise Resource Planning software (SAP, Oracle, Microsoft Dynamics 365, etc.)
