Contract full-time 13-month role within Human Services supporting strategic planning, performance measurement, and evaluation initiatives. The specialist will provide evidence-informed analysis and facilitation to advance program effectiveness and operational excellence across the department.
Key Responsibilities
Facilitate strategic and operational planning using planning practices and tools; develop performance measurement frameworks and evaluation plans
Ensure departmental alignment to Region of Peel's Strategic Plan through strategic planning, performance measurement, evaluation, and continuous improvement methodologies
Analyze trends, risks, and gaps in Human Services data; draw cross-linkages between data, reports, and community indicators; recommend evidence-informed improvements
Develop and analyze Key Performance Indicators (KPIs) in partnership with program areas to assess objectives and outcomes achievement
Facilitate development of evaluation plans, matrices, frameworks, and logic models; provide data analysis and recommendations to enhance program effectiveness
Qualifications
Post-secondary education in Human Services, Planning, Public Administration, Public Service, or related field, combined with minimum 5 years relevant experience or equivalent combination
Strong knowledge of strategic planning, performance measurement and evaluation methodologies including logic models and evaluation matrices
Experience in strategic and operational planning with outcome development and Key Performance Indicator (KPI) knowledge
Experience applying quality and continuous improvement approaches (e.g., Lean, Six Sigma, evidence-based process improvement)
Satisfactory Level 1 Criminal Record Check obtained directly from a police station
