About this RFP

This Request for Proposals (the “RFP”) is an invitation by Loyalist Township (the “Township”) to prospective proponents to submit proposals for Preliminary & Detailed Design for Violet Road Reconstruction & Drainage Improvements, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).The project limits include approximately 300 metres of Violet Road, extending from approximately 50 metres south of the Wilton Creek crossing (OSIM Structure No. 113 – Violet Road Bridge) north to Sharpe Road, as well as approximately 160 metres of Sharpe Road, extending from just east of civic address 1962 to just east of civic address 1670, including the Violet Road/Sharpe Road intersection.Violet Road is classified as a Class 5 rural roadway, has a posted speed limit of 60 km/h, and carries an average annual daily traffic (AADT) volume of approximately 140 vehicles per day (2023 traffic counts). Sharpe Road is also classified as a Class 5 roadway within the Hamlet of Violet; however, due to higher traffic volumes and operating speeds on adjacent sections, the Township maintains the full length of Sharpe Road to a Class 4 standard. Sharpe Road has a posted speed limit of 50 km/h and carries an AADT of approximately 405 vehicles per day (2023 traffic counts).The primary objective of the project is to address long-standing drainage deficiencies affecting the roadway. The existing road profile generally sits below the elevation of the surrounding lands, resulting in inadequate surface drainage, prolonged ponding, and accelerated deterioration of the roadway structure. The successful proponent will be expected to investigate the existing drainage conditions, evaluate feasible engineering solutions, and develop preliminary design alternatives that improve roadway drainage while minimizing impacts to adjacent properties, utilities, and the natural environment.Where practical, the proposed design shall maximize the use of existing drainage outlets and infrastructure while providing a cost-effective, sustainable, and maintainable long-term solution. The Consultant will be responsible for completing all necessary field investigations, surveys, geotechnical investigations, hydraulic and drainage assessments, stakeholder and agency consultation, and the preparation of preliminary and detailed design documents suitable for tender.
