​Bruce Miller, MBA, IGP is President of RIMtech, a vendor-neutral records technology consulting firm, and a world leading expert on electronic recordkeeping. Mr. Miller is an author, an educator, and is widely regarded as the inventor of modern electronic recordkeeping software. He pioneered the world’s first commercial electronic recordkeeping software and in 1997 he achieved the world’s first e-Records software certification against the US DoD 5015.2 standard. He has since presided over several successful 5015.2 certifications. He founded Tarian Software in 1999, where he developed the world’s first e-Records software engine for business software. That year he received ARMA Canada’s National Capital Region’s Ted Ferrier Award of Excellence for his contribution to the field of records management. Tarian was the first e-Records technology in the world to be certified against the revised 5015.2 June 2002 standard. Region of Durham

PROJECT DESCRIPTION:

The region has 4,600 employees. Retention schedule was 18 years old with minimal updates. Original contract award was for the purpose of defining an EDRMS project scope, resources, budget cost, etc. In addition, the region wanted to update retention schedule and bring it up to date in preparation for a future EDRMS.
EDRMS project model was prepared, and submitted. Included resources required, effort required, software costs, and records management software was recommended. Work was begun on the retention schedule however it was too large to be completed within the scope of the contract.
Over the ensuing four years, contract was extended on three more occasions. Work was focused on building out the retention schedule. Over 400 2-hour interviews were conducted across 260 business units. The raw material for the retention schedule was completed in early 2025. The next step is to define metadata suitable for an EDRMS. The region ran out of budget and time to finish the work, which is anticipated to be completed internally.
Bruce Miller conducted all interviews, participated in weekly project meetings, documented all interviews. The records manager role within the region was occupied by three different people throughout the duration of the project to date.
