The Township of Black River-Matheson (“Township”) invites Proposals from qualified and experienced contractors to complete targeted structural repairs to Bridge #15 (Red Deer Road East) in accordance with Option 3 of the Bridge #15 Repair Options Report prepared by EXP Services Inc. (January 16, 2026).

The intent of this RFP is to re-open Bridge #15 and extend its service life on a short-term basis (approximately five years). This work is not a full rehabilitation or replacement.

Submission of a Proposal signifies acceptance of all terms, conditions, and instructions contained herein.

Bridge #15 is a single-lane, three-span Bailey bridge located on Red Deer Road East. Following a 2025 OSIM inspection and engineering review, the bridge was closed due to significant structural deterioration.
The Township’s consulting engineer identified three options for addressing the bridge. Option 3, involving targeted replacement and repair of deficient structural elements, is the only operationally viable short-term solution.
